About DEFRA Module 3: Water & Flood Rescue Technician DEFRA Module 3: Water & Flood Rescue Technician module is designed for selected search and rescue personnel and represents the highest level of DEFRA-aligned water safety training offered by RLSS UK. It introduces a range of appropriate water rescue equipment, focusing on its safe and effective use, and gradually builds each candidate’s confidence when operating in, on, and around moving water. Alongside developing the ability to read water conditions, candidates will spend time swimming, practising self-rescue skills, and carrying out both inwater and onwater rescues as part of a coordinated rescue team. Water Safety Training - DEFRA Aligned Module 3 also covers boat and pathway handling, basic line-rescue techniques, and the assessment of hazards associated with still water and unstable ground, such as mud and ice. Have a good level of fitness. Be competent at swimming in open-water environments. Course Content for DEFRA Module 3: Water & Flood Rescue Technician By the end of this module, candidates will be able to: Demonstrate water rescue scene management and dynamic risk assessment. Identify and apply the role of the water and flood rescue technician within the incident management structure. Apply a working knowledge of hydrology and associated hazards. Have an understanding of search procedures in the water environment. Identify and use appropriate personal protective equipment (PPE). Demonstrate swimming and manoeuvring in moving water. Understand and apply relevant rescue techniques. Demonstrate basic boat handling by paddle. Demonstrate rigging and operating of rope systems. Have a working knowledge of specialist rescue equipment (where in use by the training provider). Demonstrate techniques for movement in shallow water. Have an awareness of flooding and associated hazards. Demonstrate casualty management issues specific to the water environment. Identify and explain an understanding of the hazards and implications associated with: Entrapment Contamination Locks and sluices Vehicles and objects in the water Working with helicopters Animals – hazards and safety protocols Identify and explain the additional hazards and difficulties associated with working in darkness and reduced visibility and applicable to suitable control measures. Have an appreciation and demonstrate effective search techniques. DEFRA Module 3: Water & Flood Rescue Technician Assessment Criteria To achieve the DEFRA Module 3: Water & Flood Rescue Technician certificate, candidates must pass an ongoing assessment throughout the course, comprising verbal questioning and practical demonstrations. Recertification Process for Module 3: Water & Flood Rescue Technician Certificate The DEFRA Module 3: Water & Flood Rescue Technician certificate is valid for three years from the qualification date. If candidates maintain an adequate level of Continued Professional Development (CPD) throughout the validity of the certificate, which comprises of a minimum of 12-hours of CPD per year, with at least two sessions per year, with a maximum gap of nine months between training sessions. At least 6-hours of the 12-hours required must be in the water. Candidates without the minimum CPD requirements must complete the full course and assessment again.
